Adrian Moore, Ph.D., is Vice President of Policy at Reason Foundation, a non-profit think tank advancing free minds and free markets. In 2006 he was appointed by Congress to serve on the National Surface Transportation Infrastructure Finance Commission, and in 2009 he was appointed by Governor Schwarzenegger to California's Public Infrastructure Advisory Commission.

Dr. Moore has been active with the Transportation Research Board since 1996, serving on the Transportation and Land Development, Revenue and Finance, and Congestion Pricing committees, and currently chairs the Joint Subcommittee on VMT Pricing. Since 2012, he has also served as a board member of the Mileage Based User Fee Alliance.

He is co-author of Curb Rights: A Foundation for Free Enterprise in Urban Transit, published in 1997 by the Brookings Institution Press and runner-up for the Sir Antony Fisher International Memorial Award, as well as Mobility First: A New Vision for Transportation in a Globally Competitive 21st Century, published in 2008. He has also authored dozens of policy studies and academic journal articles on transportation issues.

Dr. Moore earned a Ph.D. in Economics from the University of California, Irvine, where he also holds a Master's in Economics, along with a Master's in History from California State University, Chico.
