Abduqodir Yoqubov was born in Uzbekistan and Uzbek national who graduated from the Tashkent Islamic University, the faculty of International Economic Relations. Up to date I have worked in different sectors starting from banking ending with PPPs. I have been involving in PPP sector as a specialist for almost four years including more than a year of my time in the Ministry of Economy and Finance of the Republic of Uzbekistan as Department Director for PPP projects. I deal with IFIs and private stakeholders contributing to Uzbekistan’s PPP sector. I have been resolving the matters within my scope of responsibilities in regard to all multilateral and bilateral financing and sovereign documents signed between the IFIs, Lenders, private and public stakeholders and the Government of Uzbekistan. I am one the few people in the Government who really understands the non-recourse project finance and PPP itself in depth of intervention. I have been involving and in fact in charge for a billion-dollar Tashkent-Samarqand and Tashkent Andijan toll road projects being advised by EBRD and World Bank Group.
